White Pollution: Hard to Fight
There are many obstacles to overcome if we want to fight white pollution in China.
One problem is that in China, small businesses, such as local markets and petty dealers are dominant in people's daily lives. Although plastic-bag ban lists that providing free plastic bags is illegal, yet in China there are so many markets and not enough supervisors to supervise.
local markets supply people with daily needs. People work in markets(who are generally called market workers)will provide free plastic bags to customers. They include the cost of bags in the goods and increase the price of goods. For customers, the price of the goods barely change because charge on plastic bags is uniformly 0.1~0.2 RMB(about 2 cents). In this case, customers feel they are not charged for the plastic bags and next time will prefer to shop at market workers who provide free plastic bags.
Petty dealers or street vendors are more flexible than local markets and supermarkets. And this makes them even more difficult to be supervised.
